Are there labs or other entities (private, nongovernmental), which can access FBI and oter law enforcement fingerprint data and match records without a person's knowledge, consent, and obviously when no crime has been committed? I am excluding employment and public benefits as potential sources for such access. This would be purely private. . . perhaps a private investigation firm or something like that.
