Private investigators, like all other private citizens, are limited in accessing government records in accordance with applicable laws. I recommend you contact the agency possessing the fingerprint records (and perhaps also an attorney) to inquire about private citizen access.

Does anyone other than law enforcement personnel have access to fingerprint identification files? Private investigators for example?
