Your question has more to do with legal rights of an employee versus fingerprint detection and/or identification. Recommend contacting a local attorney for such advice, or posting your question in a free online legal advice forum.

Our CEO received a letter (not signed) with not so flattering speculations/allegations. He sent the letter somewhere to be processed for fingerprints (5-6 employees are known to have handled it). Can he demand and make continued employment contingent upon all employee's being fingerprinted. We are in VA if that matters.
