Heat and dryness can make it difficult to develop prints by methods that rely on the tackiness of skin secretions to pick up powder. That's on any surface. Rubber is a tough surface to work with anyway, if you're talking about something like a tire. |

Nope, some elements in the latent print residue aren't water soluable. These elements will remain but to visualize the latent print you may need to process it with something other than powder. |
