I am an Labor and Delivery nurse on the Navajo reservation. Currentely the policy is to take a picture of a new born for ID. I would like to change the policy to Mother's right Index finger print and baby's foot prints. A picture is useless in as little as 12 hours and could never be of value in an abduction. However, in order to change a policy I need background material to supporting the benifit of newborn footprints. Do you know where I can get this supporting material or is there a better way to identify newborns? I appreciate any help you can give me.

In theory, the answer to your question is yes... it is possible to transfer a print from one surface to another surface, but in reality the answer is NO! The chances of transferring an identifiable print two times (one to the tape and another to the second surface) is practically zero. Even one transfer is difficult and often results in a smudge that is not of value for identification purposes. When one transfer occurs, there is a tremendous loss of detail. Of course, not all of the residue transfers, so any fine details which may have been present in the first impression will likely be lost in the first transfer. The likelyhood of a second transfer leaving enough of this detail for an identification is even more unrealistic. It is extremely difficult to result with a double-transferred latent print "of value" during an experiment under ideal conditions with an ideal print containing ideal residue. And there has never been a documented case of a double transfer in actual casework. (that I am aware)

Can fingerprints be transferred from one object to another?
In other words, if you touch a credit card can the prints be lifted from the credit card and transferred to another object such as a glass or any other object.

As you suggest in your question, friction ridges in skin do not change in relationship to each other throughout the life of the individual. During growth of children's fingers, it is similar to drawing a face on a balloon... when you inflate it, the details you drew will remain in the same unit relationship to each other, yet larger overall.

The two basic fundamentals of the science of friction ridge identification are uniqueness and permanence. During the over 100 years of study of friction ridge identification by police and scientists, it has been shown that friction ridges do not change except through disease or skin damage causing scarring.

An excellent citation list documenting support for these fundamentals can be found beginning on page 50 in David Ashbaugh's publication "RIDGEOLOGY".

I have a question about the technology used to fingerprint children. I've heard that the fingerprint pattern doesn't change during the lifetime of a person, unless perhaps there's some accident or some such thing to the skin of the fingers. But how much does the exact fingerprint change over the years?

If a child is fingerprinted at 5 years old, it seems to me the fingerprint will be different if the child were fingerprinted as an adult. I suspect this simply because as the child grows, so do the fingers, and the surface area of the skin on the fingers. This may lead to nothing more than an exactly enlarged version of the original. But I'd like to know if there's any distortion of the print as the child grows. For instance, does the print get longer than it does wider (proportionally)?

Do children need to be re-fingerprinted from time to time? I would appreciate any citations of research literature you could give to support your answer.
