The best such program known to your webservant is GIMP, which is often used as a freeware replacement for Photoshop. You can download the latest Windows version of GIMP from gimp-win.sourceforge.net Download the latest stable version, which is 2.4.6 as of 28 July 2008). There are several GIMP help websites, such as www.gimphelp.org The main GIMP website for developers to help with beta testing (not something most Latent Print Examiners will do) is www.gimp.org. You can read a fairly good write-up about GIMP at Wikipedia. GIMP started out as a university project, and has morphed into a worldwide project primarily supported by volunteer developers. GIMP originally stood for General Image Manipulation Program, but now stands for GNU Image Manipulation Program. If you are a Photoshop user, try GIMP... you will like it.
