Fingerprint Experts normally do not clean-up messes from fingerprint dusting (powder) deposits, but we do sometimes get queries about it.
I recommend you call professional carpet cleaners.
Do-it-yourself research is available online here, here and elsewhere.
Because I am a veteran Hasher, and because we are
cheap thrifty, my loving wife has become an expert at extracting all sorts of ground-in black dirt I somehow manage to infiltrate into our carpets. Although I promise nothing, we have had good success with Spot Shot (available in many stores for about five dollars per can). It has on occasion completely erased evidence of my dragged-in Hash filth, blood, doggy mistakes, red wine stains, and more.
Vacuuming is the first step (which you have done), then follow the directions on a can of Spot Shot (do not use paper towels that have printed designs - the ink from paper towel designs will transfer to your carpeting).
It reads like your twins might make excellent crime scene technicians... at least they have a start on the "make a mess" part. J

My 3 year old twins got a hold of my sons new crime lab kit and dumped the entire canister of fingerprint powder on my beige carpet. I tried vaccuuming (since it's powder) and no luck.
