While there is no doubt that a chemical reaction is taking place i.e. polymerisation of cyanoacrylate, I can find no definitive answer to your first question.
The three possibilities I have come across are:
1. The residue simply acts as a nucleation point for the reaction.
2. One of the constituents(water or chloride ions) acts as a catalyst in the polymerisation reaction.
3. One of the chemicals is a reactant but no source states definitively which constituent is involved.
So there you are I can answer one of you questions but not the other. Maybe someone else can be more helpful

What latent residue component does cyanoacrylate react with? Is it a chemical reaction?
