Beginning in about 2014, FBI's replacement of their Integrated Automated Fingerprint Identification System (IAFIS) with the new Next Generation Identification (NGI) system enables all American law enforcement to search record and latent prints against civil fingerprint records which were previously only searchable by the FBI.
If you were fingerprinted as part of enlisting in the active or reserve US Armed Forces after the start of the Gulf War, ~1990, then your fingerprints are probably in the FBI civil files.
If you applied for federal government employment, including enlisting or applying to be an officer in the active or reserve US Armed Forces after 19 May 2000, then your fingerprints are almost certainly in the FBI civil files.
