Latent Print Examiner/Laboratory Management Mentor

Employee Type - Full Time

City - Kabul and Herat

Country - Afghanistan

Duties:

The primary duties and responsibilities of the Forensic Latent Print/Laboratory Management Mentor consist of, but are not limited to, the following:
• Serve as senior consultant to the local Afghan fingerprint and latent print examiners on questions of classification, quality control, identifications, and other technical matters concerning finger print identification.

• Serve as instructor and mentor to new and current local Afghan finger print and latent print personnel.

• Works with and assist the other mentors (Chemical Exam, Document and Media Exploitation, Firearm and Tool mark examiner) in order to achieve and maintain a high level of productivity.

• Reviews, develops and implements internal and external operational procedures to enhance overall forensic program effectiveness.

• Interacts and confers with Afghan military, police and other related program personnel to identify, develop, refine and implement adequate operational processes and procedures.

• Identify current and future supply, equipment, and personnel needs.

• Identify training needs.

• Periodically review (QC) output to ensure accuracy and integrity.

• Verify and or confirm latent identifications.

• Other duties as identified by the Forensic Mentorship Program Manager.


Requirements:

• Education: Bachelor’s degree or eight (8) years related work experience along with the following:
o Minimum of five (5) years’ experience working in an accredited laboratory conducting a full range of latent print analysis, which includes the detection, development, preservation, identification, and exclusion of friction ridge detail

o Proficiency in obtaining known inked prints and major case prints

o Possess working knowledge of the Henry Classification and National Crime Information Collection systems, forensic photography, alternate light sources, chemicals/powders, and digital imaging technology

o Be a member in good standing of the International Association of Identification (IAI)

o Possess working knowledge of the Automated Fingerprint Identification System (ABIS)

o Have testified as an expert witness in U.S. State or Federal Court; experience in the collection, preservations, and processing of evidence and event reconstruction

o Possess five (5) years of experience as an instructor, teacher, or briefing senior officials

o Possess computer skills with Microsoft Word, PowerPoint, Excel, and Outlook as well as Photoshop with the ability to plan, organize, build and present briefings


• Must be able to meet the following demands:
o U.S. Government background/personnel security requirements and be able to maintain those requirements

o Successfully complete pre-deployment training and fitness requirements specified by the U.S. Department of Defense for working overseas

o Be eligible and willing to carry government issued firearms

o Lift 70 lbs. to a working height of 48 inches

o General office and laboratory duties/functions


Work Location: Ministry of Interior (MOI), Kabul & Herat, Afghanistan

Billeting Location: Camp Integrity, Kabul, and Camp Arena, Herat, Afghanistan, with secure transportation to and from work location.

Clearance: Secret

Contract Length: now to 7 Aug 2015; possible extension to 16 Feb 2016 (will consider varied tour lengths)
